An unacceptable number of accidents and deaths on building sites made the Health and Safety Executive press for Parliamentary action. The result is the Construction and Design Management Regulations of 1994 creating the role of the Planning Supervisor that was revisited to become the Construction (Design and Management) Regulations 2007 amending the duties of the Planning Supervisor and creating the CDM Co-ordinator.

 

 cdm_img3A building or element of a building, designed by A, made in a factory by B, assembled on or off site by C, delivered by D, and maintained by E, all have the same responsibility to design and manufacture safely as much as the operative installing the item on site.
